ABSTRACT

Foreign scholarship programme is an important strategy for manpower capacity building and development. The Kano state government has sponsored over 2,000 indigenes on foreign scholarship with a view to enhancing human resource base of the state. The purpose of this study therefore is to evaluate the implementation of Kano state foreign scholarship scheme in manpower capacity building from 2011 to 2015. Specifically, the study evaluates the programme from the standpoint of level of funding, credibility of selection and screening exercise, standards and quality of host destinations and institutions as well as how these factors affected the success of the programme. Data were obtained from primary and secondary sources which include questionnaire administration and interview with the respondents while in the secondary source, data from KSSB and MHE, articles, journals, state government publications and other relevant sources via the internet were used. The research has a total population of 2,700 but Yamane's formular was used to draw a sample of 348. Regression analysis was used to test the three hypotheses formulated using SPSS Package version 2017. It was discovered inter-alia that funding in terms of adequacy, timeliness and procedures of disbursement constitute a serious impediment to the successful implementation of KSFSS. It was also discovered that credibility of selection and screening of candidates was weak and in the same vein, the study revealed that some of universities chosen for admitting the students were below standard and some were not even recognized by public authorities. It was therefore recommended that there is need for the state government to release more funds for the payment of student's entitlements as this will serve as motivation for them to be more dedicated, enthusiastic and committed to their studies. More attention should be given to merit based selection and screening exercise in order to ensure that only best, qualified and competent candidates that fulfills the stipulated selection and screening criteria were selected and awarded. It is suggested that the KSSB should consider using the alumnis (returnees) as part of the selection and screening panel. It is also recommended that only reputable, recognized and accredited institutions certified by the public authorities were chosen. It is suggested that only universities that have appeared in the top 300 universities in the World Universities Ranking were selected for the programme so that students could receive excellent education and at the same time enjoy more prestige of world class universities.
