ABSTRACT
Public Private Partnership (PPP) has been identified as a potential and practicable solution to tackling the difficulties and problems in the progress of housing development especially in developing countries. The involvement of the private sector will help to reduce burden on government and accelerate the provision of affordable housing for all. In applying PPP in housing delivery, a number of key conditions for success were identified. These are: clear and understandable frameworks, political stability, extensive support from the legislature, and local stock and a developed capital markets. Evaluation studies have been carried out on issues crucial to the acceptance and sustainability of the scheme like political, economic, social and environmental factors of administrative objectives, technical workability, finance and accessibility, and so on. Issues regarding user-satisfaction is highlighted here as it relate to their assessment of the end-products of this arrangement as per meeting requirements for house design, space allocations, individual privacy and so on. If PPP in housing in Abuja and similar places in Nigeria is to be made effectively, then, there is the need for a more specific and clearer system in regards to the basic tenets of this globally accepted strategy. The arrangement should be towards the less endowed in the society, houses and other products of the system should be planned and constructed according to the desires of the intending beneficiaries. There should be adequate arrangements regarding payment by the beneficiaries, and there is also the need to ensure that it is accessible to the different cadre of the beneficiaries. This should go along with strict monitoring of the key operator of the scheme at least to ensure adherence to standards and procedures. If the PPP is structured to only let the operators and financiers pursue their goal, the efficiency of the infrastructure and services provided under such arrangements might be undermined. However, by improving the efficiency of services and operations by all stakeholders; the chances that these services become quite sustainable would be relatively high.
