ABSTRACT

Political boundary mapping plays a crucial role in ensuring fair representation, resource allocation, and efficient governance. This study examines the boundary mapping of political wards in Bauchi Local Government Area (LGA), focusing on the spatial distribution, population growth trends, and the impact of urbanization on ward delineations. Using a combination of Geographic Information Systems (GIS) and statistical analysis, the research identifies inconsistencies in boundary definitions and highlights the need for realignment in high-growth areas. 

Findings indicate significant demographic shifts, with some wards experiencing over 20% population growth between 2015 and 2025, necessitating boundary adjustments to ensure equitable political representation. GIS-based visualizations provide a framework for understanding spatial changes and guiding future electoral planning.

The study recommends periodic boundary reviews, especially for densely populated wards such as Makama, Hardo, and Birshi, to prevent political and administrative imbalances. Additionally, the integration of GIS in electoral mapping is advocated to enhance accuracy and efficiency. These findings contribute to the discourse on political boundary mapping, emphasizing the need for data-driven decision-making in electoral and governance planning.

CHAPTER ONE

INTRODUCTION

1.1 Background of the Study

Boundary mapping of political wards is an essential aspect of governance and electoral administration. It ensures proper delineation of electoral units, enhances equitable representation, and facilitates administrative efficiency. Bauchi Local Government Area (LGA), being a significant administrative division in Bauchi State, Nigeria, comprises multiple political wards. However, challenges such as unclear boundaries, population changes, and urban expansion necessitate an updated boundary mapping process.

Geospatial technologies such as Geographic Information Systems (GIS) and Remote Sensing (RS) have proven effective in boundary mapping, allowing for accurate representation and real-time data analysis. This study focuses on applying these technologies to map the political ward boundaries in Bauchi LGA to improve governance, electoral planning, and service delivery.

1.2 Statement of the Problem

Boundary disputes and administrative inefficiencies have been recurring challenges in Bauchi LGA due to outdated and poorly defined political ward boundaries. Electoral processes are often marred by confusion over jurisdictional limits, leading to disputes among stakeholders. Additionally, demographic changes necessitate periodic boundary adjustments to ensure fair representation. Despite the availability of geospatial technologies, there has been limited application in delineating the political wards within Bauchi LGA. This research seeks to bridge this gap by employing GIS-based mapping techniques to define clear and precise ward boundaries.

1.3 Aim and Objectives of the Study

The main aim of this study is to map the political ward boundaries of Bauchi LGA using geospatial techniques. The specific objectives include:

1. To identify and collect existing political ward boundary data in Bauchi LGA.


2. To analyze spatial data using GIS to define ward boundaries accurately.


3. To assess the impact of population growth and urbanization on political ward boundaries.


4. To develop a digital political ward boundary map for Bauchi LGA.


5. To provide recommendations for electoral and administrative planning based on the findings.

1.5 Significance of the Study

It also aids local government administrators in planning resource allocation, infrastructure development, and public service delivery. Furthermore, this research contributes to the academic field of geospatial analysis by demonstrating the application of GIS in political boundary mapping.

1.6 Scope of the Study

This study focuses on Bauchi LGA in Bauchi State, Nigeria. It involves the collection of spatial data on political ward boundaries, analysis using GIS tools, and the creation of an updated digital ward boundary map. The study covers both urban and rural wards within the LGA and considers factors such as demographic shifts and land-use changes.

1.7 Limitations of the Study

Challenges encountered in this study include limited availability of official boundary records, possible resistance from local stakeholders, and technical limitations in data acquisition. However, these challenges will be mitigated through field surveys, stakeholder engagement, and the use of multiple data sources.
