ABSTRACT

This thesis is an appraisal of the two middle level manpower training programmes, the Advanced Diploma in Public Administration (ADPA) and the Administrative Management Training Course (AMTC) offered by the Department of Public Administration in the Institute of Administration, Ahmadu Bello University, Zaria. The need to appraise these programmes arose from the realisation that these programmes were begun as crash programmes to train staff for the newly created States by the Gowon regime first in 1967 when the total number of States in the Country rose from 4 to 12 and in 1972 when the States were increased to 19. Since 1968 and 1973 when these programmes had their first graduates respectively, no study has been undertaken to evaluate these programmes. The study attempted to evaluate the two programmes in terms of their Course Content, programme design, the instructional approach and the general organisation of the Courses. It also sought to find out how relevant the Courses taught on the programmes were to trainees in their work situations. The appraisal of the programme was done through obtaining trainee reactions to various aspects of the programme. The analysis of data obtained revealed that almost all respondents were engaged in administrative or executive duties and were occupying senior administrative positions. With regards to the Courses offered, Courses which the ADPA respondents preferred most and also found most useful in their jobs were Theory and Practice of Administration and Human Resource Management. The AMTC respondents preferred and also found the following Courses most useful in their work situations, Public Personnel Administration, Theory and Practice of Administrative Management and English and Communication Skills. Courses which the ADPA respondents found most difficult and least useful in their work situations were Development Economics and Project Planning. The AMTC respondents found Nigerian Law, Development Administration and Public Finance the most difficult and also the least useful in their work situations. The study showed that respondents put into practice certain skills they had learn t such as the channels used in communicating with both superior and subordinate officers, and skills in decision-making. Some recommendations made on the Courses offered by both programmes were that Courses which respondents found least useful in their work situations should be offered as Optional Courses. Components of the Courses which are often used in the field such as writing of reports/minutes, decision making processes and the like should be stressed in the Courses. A shift should be made from the lecture method towards more practical work in form of tutorials, office attachments, brainstorming and workshops.
