ABSTRACT
This research work is on the widely accepted strategy, that is, the participatory framework to planning and development. The approach is not new in the world. However, community participation has only been either at the concept level or on a micro-scale and formalised. But the new approach is on macro level and has been made formal and involves local participants ,national and international involvement that are involved in a structured manner in relation to their resources and based on their priorities as stake holders. The approach has proved effective and yielded positive results in terms of maximization of resources, coordination of activities, spread of equal responsibilities and opportunities and seeing the value of their creativeness. It is due to this reasons that motivated us to adopt the strategy to be able to hasten the physical development of Abuja and provide infrastructure in a sustainable manner In the study, it has been seen and analysed that FCDA or Government carries all the financial burden in terms of provision of all the components of physical infrastructure in Abuja. Also the elements and shortcomings of the various public sector providers of infrastructure have been identified. Similarly, stake holders within Abuja that are responsible for infrastructure provision have been identified, and their financial base analysed. Finally, policy recommendations have been made within the participatory framework for sustainable provision and management of infrastructure in Abuja city.
