ABSTRACT

This research study is on "An Assessment of the Performance of the Staff Training Scheme, Ahmadu Bello University, Zaria (1989 - 1999)". The researcher is interested in finding out how the Staff Training Scheme has been able to accomplish its statutory functions. More specifically, the researcher is concerned with: - i) finding out how training provided under the Staff Training Scheme has affected the efficiency and effective discharge of the routine tasks of the staff beneficiaries; ii) evaluating the contribution of the Staff Training Scheme in satisfying the manpower requirements of the Ahmadu Bello University; iii) whether or not the training has served as a motivator to the staff students towards higher productivity; and iv) how the training has been able to improve the professionalism of staff beneficiaries. Staff training and development is an important clement in harnessing human resources towards achieving overall organizational goals. This was recognised and emphasized in the policies of the Staff Training Scheme, which regards this training outfit as an avenue for turning out trained personnel in various skills and trades in line with the manpower requirements of the University. vii The findings of this study that such manpower development and utilization has been met under the Scheme. The successes recorded are attributable to the quality of instructions and practicals provided under the Scheme. The determination and resolve of the management to continue the staff development endeavour through the Staff Training Scheme also gave the Scheme the needed backing. But, from the findings of the researcher, the Staff Training Scheme was faced with a number of problems, including:- i) the need for modern equipment and machines for teaching and practicals; ii) lack of enthusiasm from staff students; and iii) disenchantment by the part-time tutors, instructors and demonstrators due to low rate of payment. The result of the study has positively proved that the training has increased the efficiency of staff students as well as their professionalism. The study has also revealed that the training has augmented their performance and level of productivity. A research made during the study has also discovered that the training has imparted new ideas, new innovations and high degree of confidence on the staff students. Following experiences got during the study, the following policy recommendations were being proposed by the researcher: - (i) adequate funds should be provided to take care of needs for materials, equipment and machines; viii (ii) the part-time tutors, instructors and demonstrators should be adequately compensated; (iii) the present ridiculously low tuition fees should be drastically reviewed; (iv) modern equipment and machines for teaching and practicals should be provided; and (v) a performance monitoring and evaluation method should be introduced so that the Ahmadu Bello University could continue to reap the benefits offered by the Staff Training Scheme.
